Rubio, when he was in Congress, was part of pushing a bill that the US could not leave NATO without approval from Congress (Senate). So he not only KNOWS that but he must have, unless he was completely in the tank for whatever must have seemed popular to achieve his personal goals, not been part of it.

Now, this is what happened during Trump’s first term, and I would guess it was because of Trump’s spoiled brat ravings about NATO
And, he cannot, thanks in part to Marco Rubio. The 2024 Defense Authorization Act prevents a unilateral presidential withdrawal from NATO without 2/3 approval by the Senate or an act of Congress. The law was authored by Sen Tim Kaine and then Senator, now Secretary of State, Marco Rubio.
